The OFCCP has the burden of proving coverage and the contractor is not obligated to provide any information until coverage is established.Before submitting any documents, the company should conduct its own internal desk audit to verify that it is in compliance with the laws and regulations. The contractor has 30 days t o provide the requested information. An equal opportunity specialist (EOS) from the OFCCP will review the contractors AAP and supporting documents (away from the work site) to determine whether the contractor is in compliance. The EOS has 60 days to review the materials.Sometimes, the OFCCP offers to provide technical assistance to the contractor. Receiving technical assistance will not preclude a finding of deficiencies nor will it prevent the imposition of remedies for any discrimination found by the agency. Thus, contractors should consider carefully whether to accept the OFCCPs offer of technical assistance.The EOS will first consider whether the contractor has made reasonable efforts to develop an acceptable AAP. If the AAP is seriously deficient, then the OFCCP will issue a notice to show cause and the evaluation will be suspended. If the EOS finds reasonable efforts to create an AAP, then he or she will determine whether the AAP is acceptable. I learned early on about the importance of speaking up. I remember a time in graduate school when I was sitting in a microeconomics class. The hochschulprofessor had written a number on the board, and I just couldnt figure out where that number came from.A little v oice inside me said I must have zoned out while the professor explained it, so everyone else in the class must have known what it meant. But still, I shakily raised my hand and nervously asked the professor to explain the number. A voice in the back of the room called out, Thank you, Allison The professor had skipped a step in his reasoning, and no one had any idea what he was talking about.Though its not always easy to speak up in a meeting, Shapira remembers the eye-opening experience as a defining moment and told us its stayed with her throughout her career.Now, I dont speak up for me so much as the voice in the back of the room, she explains. Ask yourself who is in the room, what your goal is in sharing and, finally, why you care about the issue. That will help build your confidence.4 times you should speak up in a big meetingAccording to Shapira, there arent any hard and fast rules for when to speak up however, she says that paying attention to whos talking, what the companys d ynamics are, and what the meeting is about can help. Dont forget that your ability to share your thoughts in a meeting has the potential to change the course of the conversation and build your leadership skills. Here are four scenarios when you can be confident that chiming in is a good idea.1. When You Have a Question Shapiras experience is a perfect example here - someone else may have the same question Sometimes the presenter uses an acronym you dont understand or a chart that isnt marked clearly, she offers. So speak up. Who knows, your boss might have had the same question and be impressed with your courage. To strike it right, she suggests phrasing your question like, Could you explain that? or I think there may be a few people in the room who have questions about this.2. When Someone Asks for Feedback When the partie speaking specifically asks, What do others think?, this is a great opportunity to contribute, Shapira reminds. If you feel hesitant, try language like, In my ex perience, Ive found or, From where Im sitting, it seems like Have both positive and constructive feedback to share? Start with the positive. Then, try something like, One area you might consider is X.3. To Further the Discussion If you have an important perspective or specific experience that others in the room need to hear in order to make a decision, speak up encourages Shapira. Maybe youve dealt with this issue in a previous role. In all cases, make sure what you share is relevant to what the group is talking about.4. When Youre Willing to Act as a Lightning Rod Feeling extra-bold? Consider acting as something Shapira calls a lightning rod the person whos willing to address the elephant in the room. To do this effectively, she suggests saying something along the lines of, I can sense some questions in the room about this what are the pitfalls we should be aware of? While this one definitely takes courage, itll earn you respect too. Your heart might start racing as you prepare to speak. Pay attention to the dynamics in the room, like peoples body language and how they respond to other speakers - and let that guide you on whether or not to contribute.5 talking tips to help you chime in like a champ1. Sit where people can see you. Make eye contact with everyone when you speak, Shapira reminds. Eye contact demonstrates your confidence in yourself - and in the value of what you have to say.2. Speak so everyone can hear you. This one is especially important if people are listening remotely. Slow down and project your voice instead of rushing to get it over with.3. Jot down a few thoughts. Do this before you talk to avoid losing your train of thought halfway through your comment, Shapira advises.4. Pause (and breathe) before you share. Shapira promises this will help center you and strengthen your voice at the same time.5. Avoid using fillers. Youve probably heard this before, but using um or ah will make you sound unsure of yourself. Its absolutely fine to intr oduce doubt when you speak, such as, We may want to consider a few things before making a decision, but say it with confidence, Shapira instructs. Here are the top six things the IRS wants you to know about deducting costs related to your job search, and my comments about them. 1. IRS: You can deduct certain expenses you have in looking for a new job in your present occupation, even if you do not get a new job. If you are looking for a federal job related to your previous position, you may be able to deduct your expenses. For instance, management/leadership skills are the same from private industry to federal government accounting skills are the same research and analysis skills are the same customer services is the same. 2. IRS: If you travel to an area and, while there, you look for a new job in your present occupation, you may be able to deduct travel expenses to and from the area. You can deduct the travel expenses if the trip is primarily to look for a new job. The amount of time you spend on personal activity compared to the amount of time you spend in looking for work is important in determining whether the trip is primarily personal or is primarily to look for a new job. You can’t control the fact that it is taking an average of 24.9 working days to fill a position, according to Dice Holdings August hiring report. However, you can control what you are doing to be more effective in your approach to job searching. 1. Nail down the basics.  The people you know want to help you  Ã¢€"  they just don’t know how. The best thing you can do to help them help you is to provide three pieces of vital data. First, state the specific types of jobs you are most interested in. Second, know which companies you want to work for. And third, be able to communicate why you are great at what you do. (In other words, perfect your elevator pitch.) 2. Reach out.  Be purposeful in your outreach. Create a list of everyone you know and systematically contact people on your list to ask for help and advice. Sending out a blanket email won’t generate the type of response you are looking for. Your contacts want to help, but an impersonal plea for help falls lower on the list of priorities. Personalize your outreach one email or phone call at a time. 3. Get connected.  Volunteer, and join professional associations and networking groups for job seekers. Connecting with unemployed and employed professionals helps you stay active and engaged in what’s happening in your community and in your field of work. When you volunteer, you are actually killing two birds with one stone. First, it provides you with a feeling of value and worth to help others. Second, you will be interacting with like-minded volunteers and group leaders who can become networking resources. 4. Connect online.  Before you begin connecting with people on LinkedIn, be sure your profile is up to date. Once you’ve done this, begin connecting with new contacts, as well as past colleagues, friends and others you know. Your LinkedIn network should represent your real-life network, so start building it. Learn how to use LinkedIn to stay in touch with your network, and mine it for valuable data. 5. Polish your résumé.  This is 2014, and  résumé  rules have changed since you last updated your document. Do your research and consult expert resources. Once you have created a  résumé  that positions you as a fit for the perfect  job,  begin using it. Be sure to adapt it for every job you apply for. How do you know if it's working? If you are applying for jobs, and your phone is ringing off the hook, don’t change a thing. Otherwise, go back to the drawing board. Share it with trusted colleagues, and ask for feedback. One word of caution: Everyone has an opinion about  résumés, and the recommendations will sometimes contradict one another. 6. Take care of you.  As the flight attendants say, “Put your oxygen mask on first so you can better assist those around you.” This means you should eat well, exercise and spend time doing the things you enjoy. 7. Consider plan B.  Don't wait until your unemployment or severance runs out to begin creating a backup plan. Start today. What will you do when you are one month away from the end of your unemployment? How will you generate income? Will you take a temp job or work in retail? Would you be willing to take a job outside your current city? Or would you consider starting your own business? It is never too early to begin actively pursuing your plan B options. 8. Find someone to hold you accountable.  You will become discouraged  Ã¢€"  that is just part of the process. You will need the support of someone who can give you a kick in the pants and who will listen to you objectively. Of all the actions mentioned, this may be the most important. When you identify and use an accountability partner, you feel rejuvenated and regain your momentum. You also have an external source of motivation and a fresh perspective to draw from. 9. Keep an open mind.  This isn’t the same as being open to any opportunities. You should stay focused on the type of job you want.  Keeping an open mind means you listen without judgment and don’t make assumptions. If a past colleague presents you with a job opportunity you don’t think is a fit, don’t shut them down. Ask questions, and understand why they are making this recommendation. Likewise, if someone you know suggests you should speak with one a contact, ask why and how you both would benefit from meeting. 10. Move with a sense of urgency.  Each day you are unemployed, it becomes more difficult to feel secure in your abilities. Rejection and dead ends have a way of eroding your self-confidence. The best cure for these feelings is to do something  Ã¢€"  anything  Ã¢€"  that makes you feel productive and successful. Focus on the small wins, such as getting an email response, finding a contact name inside a company you want to work for and attending a networking meeting. 11. And remember the other stuff.  The list of things to do while job searching is endless. You need to develop relationships with recruiters, find the right job boards for the type of work you are looking for, write solid cover letters and thank-you notes, master the art of small talk and thousands of other things that will push you outside your comfort zone.
